Public welfare and health promotion is guided through legislation. For example the aim of the Health Care Act is to promote and increase sustainability of the public health and welfare, functional capacity, social security and to reduce health inequalities. Law guides municipalities to strengthen the operating conditions of basic health care and to enhance the co-operation between different sectors taking actions in promoting it.

The intention of ESKO-plan launched in 2009 is to develop the welfare-promoting services and their operating conditions in the city of Oulu and to develop the co-operation between different actors within. The purpose of my bachelor's thesis is to examine the project A Boost Towards Feeling Well - Activating the Adults, a subproject within the plan ESKO. The objective of my thesis is to gather information for a workgroup seeking further development in projects funcionality and effectivity. Through the information gathered this thesis also evaluates if this kind of project-model could function as a method of research and as a preventive tool in healthcare.

The gathering of data was done by a inquiry form and a theme interview. The target-group producing the data were individual representatives of different Oulu-based citi-zen-associations and learning institutions taking part in the promotion tour "A Boost Towards Feeling Well" as well as members of the workgroup behind the project. The tour itself succeeded in reaching the primary targetgroup of ESKO-plan - people of working age with risk factors threatening physical, psychic and social wellbeing in their everyday life.

The Boost-project managed to awake individual's interest in their own wellbeing through written guidancematerial about healthy living habits, face to face training aimed to sustain physical fitness as well as through metering individual's current level of physical performance. This was observed as individual's interest of further participation in such projects and in eagerness to compare results with others involved. Individuals takin part in the promoting tour were mainly early retirees and unemployed, 66,7% of them being between ages 31 and 63.

The associations and their representatives involved felt that the tour gained overall visibility for their missions and that it would increase the amount of their future co-operation with actors in public sector.
